The author has written a very contemporary and important analysis of the different actors in the Philippine sugar industry, especially the players at the top. His treatment of groupism and what constitutes and effective civil society is especially good, as are his discussions of the agrarian land reform program, industry tariffs, and the ways that multinationals like Coke have to deal politically with the major sugar scions. An exceptionally well written, engaging book.
